Prohibits government and government officials from obtaining, retaining, sharing, accessing, or using facial recognition systems or information derived from them, with limited exceptions.

Permits law enforcement to use facial recognition to compare surveillance photos or videos against Hawaii criminal justice data center arrest booking photos, and in photo lineups conducted under section 801K-2.

Allows driver's license and civil identification card agencies to use facial recognition to comply with the federal REAL ID Act of 2005.

Permits facial recognition use at state airports when thermal scanning indicates a person may be infected with a communicable or dangerous disease, with health director approval; obtained information must be destroyed within 60 minutes.

Specifies that facial recognition information cannot constitute probable cause for arrest and exempts personal use of privately-owned facial recognition systems by government officials acting in unofficial capacity.
