• Reduces the corporation board from eighteen to seventeen members and gives the Director of Health sole decision-making authority over all Oahu region matters during the transition period.

• Establishes a working group consisting of representatives from the Department of Health, Oahu Regional System, Hawaii Health Systems Corporation, and other state agencies to develop a transfer framework and manage the transition process.
