Requires the chief election officer to develop and distribute a voter information guide for all candidates running for federal or state office, including Office of Hawaiian Affairs trustee candidates.

Voter information guide must include a candidate statement of less than 150 words prepared by each candidate based on a template created by the office of elections.

Office of elections shall provide a Hawaiian language translation of the voter information guide.

Guide may be distributed through electronic, mail, or newspaper means in versions tailored to electoral districts or regions.

Chief election officer shall request sufficient appropriation in each legislative session preceding an election year to fund the voter information guide; sunsets November 6, 2024.
