Establishes a regulatory framework for hemp processing and hemp product manufacturing in Hawaii, allowing persons to process hemp and manufacture hemp products upon registration with the Department of Health.

Requires persons processing hemp to hold a valid federal license from the USDA and persons manufacturing hemp products to register with the state; prohibits processing or manufacturing without proper registration.

Prohibits sale of hemp products in food, as respiratory delivery products, as hemp leaf/floral material, or via non-oral routes except for topical skin/hair application; restricts sales to persons 21 years or older.

Requires hemp and hemp products to be processed and manufactured in enclosed indoor facilities and establishes testing requirements, labeling standards, and contamination screening protocols through Department of Health rulemaking.

Repeals the June 30, 2022 sunset date of Act 14 (Session Laws of Hawaii 2020) to make hemp regulations permanent and establishes the Hawaii hemp processing and hemp product manufacturing special fund to support the regulatory program.
