Amends psychiatric facility admission criteria in Chapter 334, Hawaii Revised Statutes to include individuals with mental illness who are unable to seek adequate shelter due to their condition.

Adds new definition of "gravely disabled" meaning a person unable to prevent physical or psychiatric deterioration or satisfy needs for nourishment, shelter, self-protection, or essential medical care without supervision or assistance.

Allows psychiatric facility administrators to transfer homeless individuals admitted for psychiatric care to emergency shelters, homeless facilities, or transitional shelters on voluntary or involuntary basis when shelter availability is confirmed and conditions are met.

Modifies the definition of "dangerous to self" to reference the new "gravely disabled" standard instead of the previous inability to satisfy basic needs standard.

Extends the timeframe for "imminently dangerous to self or others" from forty-five days to ninety days for determining whether intervention is needed.
