Transfers operational authority of the makai research pier located at the southeast corner of Oahu near Makapuu point from the University of Hawaii to the Natural Energy Laboratory of Hawaii Authority.

Civil service employees transferred with their functions retain their civil service status, salary, seniority, vacation and sick leave credits, and other benefits without loss.

Exempt employees transferred by this Act may retain their exempt status and shall not lose prior service credit, vacation or sick leave credits, or other employee benefits.

Director of Finance is authorized to issue general obligation bonds (amount not specified in document) for the 2021-2023 fiscal biennium to repair and upgrade the makai research pier.

All appropriations, records, equipment, contracts, and other property of the University of Hawaii related to the transferred functions shall be transferred to the Natural Energy Laboratory of Hawaii Authority.
