Exempts travelers from post-arrival mandatory self-quarantine if they present a negative COVID-19 test result from a state-approved test administered within 72 hours before departing for Hawaii.

Requires travelers without a pre-arrival negative test result to obtain a rapid test upon arrival and another state-approved test within 72 hours of departure to avoid mandatory quarantine.

Exempts children under age five who are accompanied by a person meeting the testing requirements.

Allows the governor to establish additional statewide conditions for quarantine exemptions based on department of health recommendations.

Requires persons not obtaining a pre-arrival negative test to pay all costs associated with mandatory self-quarantine, including transport, lodging, food, and medical care; takes effect July 1, 2050 and repeals December 31, 2021 or upon termination of the state's COVID-19 emergency order.
