Amends Act 1, First Special Session Laws of Hawaii 2017, Section 18 regarding county rapid transportation authority boards in counties with populations greater than 500,000.

Non-voting ex-officio members appointed by the President of the Senate and Speaker of the House of Representatives shall not be counted toward quorum requirements.

Non-voting ex-officio members cannot be included in the number of members necessary to conduct business or validate any board action.

Applies to counties with population greater than 500,000 that operate mass transit projects funded by state tax surcharges or transient accommodations tax revenues.

Takes effect upon approval.
