Establishes the State Commission on Fiscal Responsibility within the Department of Taxation for administrative purposes.

Commission membership consists of 9 members: 2 appointed by governor (at least one from state council on revenues), 2 senate members (one as co-chair), 2 house members (one as co-chair), director of taxation or designee, director of finance or designee, 1 nonprofit legal services representative, and 1 nonprofit tax/spending policy analyst representative.

Commission shall identify policies for revenue enhancement and fiscal security, research and propose spending recommendations, and identify steps to improve tax policy for a more balanced and progressive tax structure.

Commission must submit findings and recommendations to the legislature no later than 20 days prior to the 2023 regular legislative session, with approval required from at least two-thirds of commission members.

Commission members serve without compensation but receive reimbursement for necessary expenses; commission ceases to exist on June 30, 2024.
