Establishes an abandoned and derelict vehicles task force within the Department of Transportation to make recommendations for proper identification and disposal of abandoned and derelict vehicles on state highways.

Task force shall compare statutory definitions of "abandoned vehicle" and "derelict vehicle" and determine methods for identifying whether vehicles left on freeways are abandoned or derelict.

Task force membership includes the Director of Transportation (chair), each county mayor or designee, a representative from each county police department, and an invited representative from the automobile towing industry.

Task force must submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2022 regular session convenes.

Appropriates general revenues for fiscal year 2021-2022 to the Department of Transportation for administration and operation of the task force, with the specific amount left blank in the bill text.
