Requires the harbors division of the department of transportation to inspect shipments landing at commercial harbors that originate from locations known to manufacture, use, or export aerial fireworks.

Mandates the harbors division use specialized canine units trained to identify explosives, gunpowder, and other explosive agents commonly found in fireworks to conduct these inspections.

Allows county fire departments to inspect shipments declared as fireworks or pyrotechnic articles on shipping manifests, at their discretion.

Appropriates funds to the department of transportation for fiscal years 2021-2022 and 2022-2023 to establish specialized canine units on each island containing a commercial harbor.

Takes effect July 1, 2021.
