Removes acreage restrictions on leases of Hawaiian home lands for agricultural purposes, allowing native Hawaiians to lease any suitable tract for farming regardless of size.

Specifies that agricultural leases may be used for either for-profit or non-profit farming purposes.

Maintains existing acreage limits for other lease types: 40 acres maximum for aquaculture, 100 acres for irrigated pastoral lands, and 1,000 acres for other pastoral lands.

Allows residence lots up to 1 acre, except on Molokai where existing farm lot residence areas may be up to 4 acres.

Requires U.S. Congressional consent for the act to take effect upon approval by the Hawaii governor.
