• Permits composting and co-composting operations as allowed uses within Hawaii's agricultural districts.

• Adds composting and co-composting operations to the list of permissible activities in Section 205-2(d) and Section 205-4.5(a) of Hawaii Revised Statutes.

• Supports Hawaii's sustainability goals including the Aloha+ Challenge (70% waste reduction by 2030) and Hawaii 2050 plan by diverting food waste from landfills and increasing local compost production.

• Addresses food waste as the second largest component entering landfills (25% of all materials) and notes that nearly 50% of organic materials can be diverted through composting and bioconversion.

• Takes effect on July 1, 2050.
