• Reduces buffer zones for commercial hemp production from 500 feet to 100 feet from playgrounds, childcare facilities, schools, and residential structures not owned or controlled by the license holder.

• Permits hemp to be grown at residential properties under the control of a federally licensed hemp producer, removing the prohibition on residential hemp cultivation.

• Eliminates the requirement that licensed hemp producers obtain state department authorization before transporting hemp within Hawaii, requiring only that hemp passes USDA compliance testing.

• Authorizes licensed hemp producers to sell whole, unprocessed hemp leaves directly to consumers with a "Hawaii Grown Hemp" label affixed to each leaf or bundle.

• Requires hemp products sold or exported within or from Hawaii to include labels identifying USDA testing compliance and stating "Hawaii Grown Hemp" if produced in the State, and applies a $10,000 penalty for violations.
