• Changes Hawaii Medical Board authority from "may" to "shall" establish standards for health care providers regarding informed consent procedures.

• Requires informed consent to proposed medical or surgical treatment or diagnostic/therapeutic procedures be obtained prior to the date of treatment, or at the time of scheduling if the procedure occurs the same day.

• Allows confirmation of previously obtained informed consent on the day of treatment or procedure by the treating health care provider.

• Maintains existing informed consent requirements including disclosure of condition, proposed treatment description, intended results, alternative treatments, material risks, and benefits of alternatives.

• Takes effect July 1, 2021.
