Amends Chapter 127A of Hawaii Revised Statutes to add new provisions governing medical facilities during emergencies declared by the governor, mayor, or during health/pandemic emergencies.

Authorizes the governor to ensure continuity of service at medical facilities (both public and private) by regulating or taking over operation of such facilities if necessary.

Allows hospitals licensed under section 321-14.5 to suspend providing elective surgeries at their discretion to address operational limits related to bed capacity during declared emergencies.

Takes effect upon approval.
