Requires the Hawaii Public Housing Authority to establish a pilot program ensuring all housing units at Kuhio Park Terrace and Puuwai Momi public housing complexes have sufficient internet speeds and connection quality for distance learning.

Authorizes the Hawaii Public Housing Authority to contract with private entities to install necessary internet infrastructure upgrades at both complexes, with separate contracts for each complex and exemption from Hawaii Revised Statutes chapter 103D procurement requirements.

Requires the Hawaii Public Housing Authority to submit a report by twenty days before the 2023 regular legislative session assessing pilot program success, broadband infrastructure quality, beneficiaries, and feasibility of extending the program to other public housing complexes statewide.

Pilot program terminates on June 30, 2023.

Appropriates unspecified sums from general revenues for fiscal years 2021-2022 and 2022-2023 to the public housing revolving fund, with additional unspecified appropriations from that fund for the infrastructure upgrade contracts.
