Transfers the Hawaii correctional system oversight commission from administrative attachment to the department of the attorney general to the department of human services.

Amends Hawaii Revised Statutes Section 353L-1 to reflect the department of human services as the administrative home for the five-member commission, whose members are appointed by the governor, senate president, house speaker, chief justice, and Office of Hawaiian Affairs board chairperson.

Transfers all rights, powers, functions, duties, appropriations, records, equipment, and contracts related to the commission from the attorney general's department to the department of human services.

Preserves civil service status and employment benefits for all transferred employees, including salary, seniority, vacation and sick leave credits, and prior service credit.

Becomes effective upon approval; existing rules and policies from the attorney general's department remain in effect until amended or repealed by the department of human services.
