Creates a new chapter prohibiting discrimination in housing based on participation in housing assistance programs (including Section 8 vouchers and other government rental assistance).

Prohibits landlords and real estate agents from refusing to rent, discriminating in rental terms, steering renters away from properties, or publishing advertisements that exclude applicants based on housing assistance program participation.

Allows landlords to verify income sources and evaluate creditworthiness using commercially reasonable standards, but cannot reject renters solely because they receive housing assistance.

Prohibits blockbusting practices that use housing assistance participation to induce property sales by claiming neighborhood composition or property values will decline.

Provides civil remedies allowing aggrieved persons to sue in district court for injunctive relief within one year, with courts authorized to impose fines up to $500 and award attorney's fees.
