Appropriates funds from general revenues to the Department of Public Safety for fiscal year 2021-2022 to support programs and services for children of incarcerated parents and family reunification assistance (specific dollar amount left blank in bill text).

Amends Hawaii Revised Statutes Section 571-46 to presume that custody should be awarded to both parents with equal continuing physical, emotional, and meaningful contact unless the court finds clear and convincing evidence it is not in the child's best interest.

Establishes legislative findings that over 1.7 million minors in the United States have an incarcerated parent, and that parental incarceration causes trauma including unstable family relationships, poor academic performance, and financial hardship.

Notes that supporting children with incarcerated parents through social services strengthens family connections and produces societal benefits including reduced recidivism and improved child development.

Takes effect on July 1, 2050.
