HI HB14

Establishes a wholesale prescription drug importation program to be administered by the Hawaii Department of Health to comply with federal requirements under Title 21 USC Section 384.

Requires the program to import prescription drugs from Canadian suppliers regulated under Canadian law, with testing for purity, composition, and potency, and restrictions on distribution outside Hawaii.

Mandates that pharmacies and health plans charge consumers and health plans only the actual acquisition cost of imported drugs, with participating health plans required to reflect savings in premiums and update formularies.

Requires the Department of Health to submit a request for federal certification to the U.S. Department of Health and Human Services Secretary and begin implementation within six months of approval, including licensing as a wholesaler or licensing an entity to do so.

Directs annual reporting to the Governor and Legislature on covered drugs, participating entities, prescriptions dispensed, consumer savings, audit findings, and other program information.
