Amends Hawaii Revised Statutes Section 11-340(c) to clarify reporting requirements for candidate committees and noncandidate committees regarding preliminary primary and preliminary general reports.

Specifies that fines up to $300 per day may be assessed for failure to file preliminary reports by their due dates, with an unspecified number of calendar days specified before elections.

Caps aggregate fines at 25 percent of total contributions or expenditures (whichever is greater) for the reporting period, with a minimum fine of $300 if assessed.

Does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.

Takes effect July 1, 2112.
