Department of Transportation, in collaboration with County of Hawaii, shall conduct site surveys on Hawaii island to identify suitable locations for an alternate route in Puna below Highway 130

State-owned lands (excluding Department of Hawaiian Home Lands jurisdiction) and County lands may be considered for surveys; private lands may be surveyed with owner agreements

Department and County must submit report to legislature no later than 20 days before 2023 regular session, including list of suitable parcels, ownership information, accessibility issues, proposed legislation, and other relevant matters

Appropriation of unspecified amount from general revenues for fiscal year 2022-2023 to be expended by Department of Transportation
