Increases maximum fine for noncandidate committees making only independent expenditures from $1,000 to $5,000 per occurrence if they received contributions over $10,000 from any one person or spent more than $10,000 in an election period.

Allows administrative fines up to three times the amount of an unlawful contribution or expenditure for both individuals and qualifying noncandidate committees.

Permits the campaign spending commission to order that fines assessed against noncandidate committees be paid from the personal funds of the committee's officers.

Removes reference to section 281-22 from the campaign finance violation penalties section.

Takes effect July 1, 2112.
