Amends Hawaii Revised Statutes Section 291-12 to include "pet animal" as a protected category under inattention to driving laws, alongside persons, vehicles, and other property.

Defines "pet animal" as a dog, cat, domesticated rabbit, guinea pig, pig, horse, or goat kept or raised by a household, excluding feral animals.

Maintains existing penalties of a fine not exceeding $500 and/or imprisonment not exceeding 30 days for negligent operation causing collision or injury or damage.

Adds discretionary surcharge of up to $100 for violations, to be deposited into the trauma system special fund.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
