Requires counties to establish in their ordinances a minimum distance and timeframe within which an abandoned vehicle must be moved after initial inspection to avoid official abandonment classification.

Mandates that the designated county agency provide notice to vehicle owners that the vehicle must be moved the minimum required distance within the specified timeframe or face removal and abandonment proceedings.

Addresses the loophole in existing law where vehicles could avoid abandonment classification by moving only minimal distances after being initially inspected.

Maintains the existing 24-hour continuous abandonment standard and definition of unlawfully parked locations in the absence of a county ordinance.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
