County directors of finance may deny vehicle registration renewal and prohibit ownership transfers if the registered owner has outstanding charges and fines for abandoned vehicle disposition, including towing, storage, processing, and disposal costs.

County directors of finance must notify the county examiner of drivers about registered owners with outstanding abandoned vehicle charges and fines so the examiner can suspend, revoke, or prohibit renewal of their driver's licenses.

Payment of outstanding abandoned vehicle charges and fines is not required if the vehicle was stolen or taken without authorization and a police report was filed within a timeframe set by the county director of finance.

Driver's license renewal is prohibited unless the examiner of drivers confirms the applicant does not have outstanding charges and fines relating to abandoned vehicle disposition.

The examiner of drivers may suspend a license without a hearing if notified by the county director of finance that the licensee has outstanding abandoned vehicle charges and fines, with a hearing to follow.
