Adds a tiered fine system in Hawaii Revised Statutes Chapter 290 for registered owners of vehicles deemed abandoned or derelict.

Third violation results in a fine of $750 per vehicle.

Fourth or subsequent violations result in a fine of $1,000 per vehicle.

Addresses the problem of abandoned vehicles creating environmental hazards, public safety concerns, and parking shortages throughout Hawaii.

Takes effect on July 1, 2022.
