Establishes a threat assessment team program within the Hawaii state fusion center to train, establish, and operate multidisciplinary teams for identifying and managing potential threats of violence.

Authorizes threat assessment teams to receive protected health information from healthcare providers, educational records from schools, and criminal history information from the fusion center when assessing individuals who pose threats.

Requires team members to be vetted for suitability and prohibits redisclosure or use of confidential information beyond threat assessment purposes.

Applies to educational institutions including the Department of Education, charter schools, and University of Hawaii, with specific requirements for team composition and reporting procedures.

Appropriates funds for fiscal year 2022-2023 to support the threat assessment team program; effective July 1, 2050.
