Requires the Disability and Communication Access Board to develop, publish, and periodically update "Hawaii Information and Communication Technology Disability Access Standards" by July 1, 2023, applicable to all state entities.

Standards must be consistent with Section 508 of the Rehabilitation Act of 1973, Section 255 of the Telecommunications Act, and W3C Web Accessibility Initiative guidelines.

Mandates the board convene a working group every three years to review and update accessibility standards, with state entities required to revise their procurement and development policies within six months of updates.

Requires all information and communication technology developed, purchased, or provided by the State to be accessible to and usable by individuals with disabilities consistent with the established standards.

Appropriates funding for fiscal year 2022-2023 to develop and implement the standards and establish one full-time equivalent position within the Department of Health to support the board.
