Increases maximum administrative fine for noncandidate committees making only independent expenditures from $1,000 to $5,000 per occurrence if they have received at least one contribution exceeding $10,000 or made expenditures exceeding $10,000 in an election period.

Allows the campaign spending commission to assess fines up to three times the amount of an unlawful contribution or expenditure for both individuals and qualifying noncandidate committees.

Permits the commission to order that fines assessed against noncandidate committees be paid from the personal funds of the committee's officers.

Changes subsection (h) language from "prior to" to "before" regarding exemptions for persons who have paid or agreed to pay fines under sections 11-340 and 11-391(b).

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that began before the effective date.
