Amends Hawaii Revised Statutes Section 11-410(b) to establish that persons waive their right to a contested case hearing if they fail to request one within 20 days of receiving the Campaign Spending Commission's preliminary determination of probable cause.

Modifies Section 11-410(d) to allow the Campaign Spending Commission to file its orders in first circuit court to have them confirmed as civil judgments with the same force and effect as other circuit court judgments.

Enables confirmed Campaign Spending Commission orders to be enforced and collected in the same manner as other circuit court judgments, with no appeal available from the judgment.

Preserves existing provisions allowing persons to waive hearing rights through written stipulation or consent, and allows the court to compel compliance with commission orders through contempt proceedings.
