Amends Hawaii Revised Statutes Section 286-102(c) to allow applicants transferring out-of-state driver's licenses to use a verification letter from the issuing state or jurisdiction in lieu of surrendering the physical license initially.

Requires the verification letter to include the driver's license number, applicant's address, birthdate, full legal name, and any aliases, as determined by the examiner of drivers.

Maintains the requirement that applicants must eventually surrender the out-of-state driver's license to the examiner of drivers in accordance with existing procedures.

Preserves existing provisions regarding the treatment of surrendered licenses, including shredding of most licenses and the option to return invalidated foreign licenses to their owners.

Effective upon approval.
