Allows holders of category (1), (2), or (3) driver's licenses to renew online, by electronic or digital means, or by mail, provided they are not disqualified under subsection (a).

Renewal requests must be received within 90 days after license expiration, or the application will be treated as a reactivation of an expired license.

Mail-in renewals require certification from a licensed physician, physician assistant, or advanced practice registered nurse that the applicant was examined within six months prior to expiration and meets physical requirements.

Limits online, electronic, digital, and mail-in renewals to no more than two consecutive renewals regardless of whether the license expires on the eighth or fourth birthday after issuance, and restricts renewal by these methods if 16 years have lapsed since the applicant last appeared in person.

Exempts resident military personnel and their immediate families residing outside Hawaii on official military orders from renewal limitations.
