Clarifies that preliminary general election reports do not need to be filed by candidates who are unsuccessful in primary elections or who are elected to office in primary elections.

Amends Section 11-334, Hawaii Revised Statutes, to specify that the reporting exemption applies specifically to preliminary reports required in October and ten days before general elections.

Changes the language in Section 11-339 to clarify that candidate and noncandidate committees with contributions and expenditures not exceeding $1,000 in an election period must use "and" instead of "or" when describing the threshold requirement.

Adds clarifying language that the noncandidate committee notification deadline is by the fifth calendar day before the preliminary primary report due ten days before the election.

Takes effect July 1, 2112.
