H.B. 1432 - Concessions on Public Property

• Increases maximum initial concession contract term from 15 years to 25 years on public property, relating duration to investment required.

• Exempts ground transportation services and parking lot operations at small boat harbors from sealed bid requirements (previously only applied to airports).

• Exempts beach or ocean-related recreational services concessions from sealed bid requirements, provided they are awarded to responsible offerors whose proposals are most advantageous based on price and evaluation factors.

• Grants county directors of parks and recreation sole discretion to designate which county parks are environmentally, culturally, historically, or operationally unique for purposes of determining sealed bid exemptions.

• Expands sealed bid exemptions for concessions at county zoos, botanic gardens, or designated unique county parks to allow award to any responsible offeror with the most advantageous proposal, rather than restricting awards solely to certain nonprofit corporations.
