Establishes a conservation workforce special fund in the state treasury to receive revenues from a new green fee surcharge and support conservation and natural resource management programs aligned with Aloha+ Challenge goals.

Imposes a $20 per night green fee surcharge on transient accommodations beginning July 1, 2022, with annual adjustments between $5 and $10 based on revenue generated, visitor industry impact, and environmental outcomes.

Creates an advisory committee comprising conservationists, tourism industry leaders, and youth advisors to develop funding criteria and governance frameworks ensuring the special fund remains dedicated to conservation and job growth.

Establishes a Climate Commission with 20 members from state and county agencies and legislative committees to submit annual reports determining the desirable number of annual visitors and supporting analysis.

Operates as a 10-year pilot program repealing on June 30, 2032, with revenues funding workforce programs, watershed conservation, marine management, invasive species control, and threatened species protection efforts.
