Removes the requirement that persons be treated as having made expenditures upon executing a contract to make expenditures.

Excludes candidates and candidate committees from electioneering communication disclosure requirements.

Removes the "bulk rate" limitation on mail advertisements, classifying all election-related advertisements sent by mail as electioneering communications regardless of postal rate.
