Assess a climate change mitigation impact fee on rental motor vehicle customers beginning July 1, 2022, charged per day or portion of a day that a vehicle is rented or leased (fee amount left blank in bill text).

Define "rental motor vehicle" to include gas-powered vehicles rented for six months or less, tour vehicles (vans, minibuses, buses) transporting passengers for sightseeing or pleasure, and rented mopeds, but exclude vehicles used solely for commuting to work/school or transporting persons with disabilities.

Deposit fees collected between July 1, 2022 and June 30, 2024 to the general fund; deposit all fees collected beginning July 1, 2024 to a new climate change mitigation special fund.

Establish a climate change mitigation special fund to receive fee revenue, legislative appropriations, and private donations for use in climate change mitigation, environmental management, conservation, natural resource protection, environmental education, and sustainable tourism practices.

Take effect on July 1, 2100 (noted as an unusual effective date far in the future).
