H.B. 1444 Summary

• Abolishes Kalawao County and incorporates the Kalaupapa settlement area (Kalaupapa, Kalawao, and Waikolu on Molokai) into Maui County.

• Amends Section 4-1 HRS to reduce Maui County districts from seven to six by removing the separate Kalawao district and incorporating its territory into the Molokai district.

• Removes references to Kalawao County throughout Hawaii Revised Statutes, including definitions in sections governing taxation, political parties, health services, emergency planning, and other county-related functions.

• Removes Kalawao-specific statutes (Sections 326-34 through 326-38) that established separate governance, sheriff appointment, and county powers under the Department of Health.

• Effective date: January 2, 2025.
