Authorizes each county to establish a county highway enforcement program within county police departments to enforce parking violations on county highways and provide parking management improvements.

Requires each county to designate specific sections of county highways subject to enforcement by ordinance and transmit the ordinance to the judiciary by June 30 annually, beginning in 2023.

Imposes a county highway enforcement surcharge (amount to be determined) on violations of parking restrictions on county highways, to be collected by district courts and distributed to the county police department where the violation occurred.

Establishes a county highway enforcement program fund for deposit of surcharges and related penalties collected under the program.

Requires county directors of finance to submit annual reports to the legislature and respective county councils on the status, progress, and financial activity of the county highway enforcement program within 60 days after the fiscal year ends.
