Amends Hawaii Revised Statutes Section 11-364 to include contribution limits from Section 11-362 in the excess contribution return requirements.

Requires candidates, candidate committees, and noncandidate committees to return excess contributions to contributors within 30 days of receipt.

Any excess contribution not returned within 30 days shall escheat to the Hawaii election campaign fund.

Takes effect on July 1, 2112.
