Establishes a climate change mitigation impact fee on rental motor vehicle customers in Hawaii, effective July 1, 2022 (fee amount left blank in bill text).

Defines "rental motor vehicle" to include gas-powered vehicles rented for six months or less, tour vehicles (vans, minibuses, buses), and mopeds; excludes vehicles used for commuting to work/school or transporting persons with disabilities.

Directs fees collected between July 1, 2022 and June 30, 2024 to the general fund; beginning July 1, 2024, all fees shall be deposited into a new climate change mitigation special fund.

Creates the climate change mitigation special fund to support climate change mitigation, environmental management and conservation, natural resource protection, environmental education, and sustainable tourism practices.

Requires the Department of Land and Natural Resources to establish administrative rules for fee collection under chapter 91 of Hawaii Revised Statutes.
