Eliminates the separate $1 fee for U-drive motor vehicle registration certificates, subjecting U-drive vehicles to the same $2 registration fee as all other motor vehicles.

Allows counties to increase the $2 motor vehicle registration fee by ordinance up to an unspecified maximum amount (previously capped at $10).

Requires that any fee increases above $2 be used exclusively for disposition and related activities of abandoned or derelict vehicles, including storage fees negotiated with towing companies.

Maintains the existing use of collected fees for highway beautification and other related activities under county ownership and control.

Takes effect on July 1, 2050.
