• Amends Hawaii Revised Statutes section 291C-172 to reclassify refusal to provide identification during a traffic stop from a traffic infraction to a petty misdemeanor.

• Requires persons detained for traffic violations to provide their name, address, and proof of identification upon lawful order of a police officer.

• Allows pedestrians detained for violations under part VII to initially provide only name and address, but requires proof of identification if the officer has reasonable grounds to believe the person is being deceptive or misleading.

• Establishes this change to give law enforcement a practical enforcement tool when violators refuse to provide identifying information, which prevents citation issuance under current law.

• Takes effect January 1, 2222.
