Amends Hawaii Revised Statutes section 291C-194 to clarify that moped operators must have a valid driver's license or instruction permit in their immediate physical possession at all times.

Removes previous language requiring moped drivers to possess a valid driver's license of any category listed in sections 286-102 or 286-239 and meet requirements of section 286-105(3).

Clarifies that the law applies specifically to the requirement for moped operators to present their current driver's license or motorcycle permit to a police officer upon demand.

Aligns moped licensing requirements with those for operators of all other motor vehicles covered under section 286-116 regarding license possession and exhibition.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
