Amends Hawaii Penal Code Section 708-840 to include "electric gun" as a weapon that constitutes robbery in the first degree when used during theft or non-consensual taking of a motor vehicle.

Adds "electric gun" to the list of weapons (alongside dangerous instruments and simulated firearms) that can elevate a robbery charge to first degree if used or threatened during the crime.

Defines "electric gun" by reference to Section 134-81 of Hawaii Revised Statutes, incorporating the existing statutory definition.

Legislature finds that electric guns, legal for public purchase since January 1, 2022, can incapacitate victims with minimal residual injury, potentially allowing criminals to avoid higher penalties under current law.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the law's effective date.
