Amends Hawaii Revised Statutes Section 708-831 to classify theft of an electric gun as theft in the second degree, regardless of the electric gun's monetary value.

Defines "electric gun" by reference to Section 134-81 and adds this as subsection (h) to the existing categories of theft in the second degree.

Takes effect on August 1, 2022, and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.

Establishes that theft of an electric gun is a higher degree of theft to deter criminal use of these devices in robberies, assaults, sexual assaults, human trafficking, and domestic violence.
