Amends Hawaii Revised Statutes Section 571-48 to require conversion of outstanding restitution orders to independent orders when the court terminates jurisdiction in juvenile cases.

Certified copies of converted restitution orders must be provided to victims to allow enforcement through standard legal proceedings for judgments.

Clarifies that "victim" in juvenile restitution cases is defined according to Section 706-646(1).

Expands the court's authority to order community service to apply to children adjudicated under Section 571-11(1) or (2), not just Section 571-11(2).

Effective upon approval with no retroactive effect on rights, duties, or proceedings that existed before the bill's enactment.
