Amends Hawaii Revised Statutes Section 11-311(b) to clarify that the Campaign Spending Commission shall consist of staff and five public members appointed by the governor from nominees submitted by the judicial council.

Amends Hawaii Revised Statutes Section 11-402(b) to permit complaints to be initiated by the commission or staff, with such complaints to be in writing and signed by the executive director.

Clarifies that Campaign Spending Commission personnel includes staff who may initiate complaints on behalf of the commission.

Takes effect upon approval.
